In Yuma,AZ its down to 3.85 for diesel. Don't bother to look at gas so I don't know. In Mexico it's 2.18 a gallon. They have #2 Diesel down there. Downside is 1 hour to cross the border. I fill my PSD with $70 +/-. Looking for a 90 gal transfer tank.

Before you buy that transfer tank and start filling it with diesel across the border read this thread The Mexican goverment is cracking down on people crossing the border and then coming back with cheaper diesel.

With the current 7% exchange rate and 3.79 liters to the US gallon, that's $4.82 per gallon.
You calculated the price per Imperial gallon, which are 20% bigger than US gallons.

The price breaks down like this. 5%gst, 10% federal excise tax, and 9% provincial gasoline tax. This is from the sticker they have on the pump.

PS its still way toooooo much to pay for fuel.

I dont believe it has a thing to do with the refining process. It has to do with the fact that every product that we buy needs a vehicle that has a diesel engine to transport it to a retail facility and the oil companies use that to their advantage.

I drove through Healy, Alaska the other day on my way to Fairbanks. Diesel at one station there was $6.39 a gallon. Not quite sure how they could compete with the guys a couple hundred yards down the road who had it for $5.69.
