With all the emissions requirements on the diesels now, is it a requirement to have them smogged or anything in California now? If so what years apply?

Depends on where you live and what your local laws are. Here in Colorado I live in a county where diesel emmissions are required, but if I lived one county over I wouldn't have to bother with it. When you register your truck with the DMV, they will tell you real quick if you need an emmissions test or not. If testing is required, you can't renew your registration until you pass emmissions.
Currently the only requirement in CA for diesel emissions testing is an annual opacity test, and that is only required if you have a "fleet" of diesel powered vehicles. CARB says a "fleet" is 2 diesel vehicles with a GVWR of more than 6000 lbs.
So If you have one F250 (most are around 8800 gvwr) you are OK, but if you have 2 you need to be doing the tests.
The fellas that own the big trucks are now getting ticketed by CARB for not having the factory emissions labels on the engines.
CARB also has a draft proposal on the table to require retrofitting all diesel powered vehicles over 14000 or 14500 GVWR (I can't remember which number is correct) with the particulate traps.

You only have to "smog" your "fleet" if it is for business use or something along those lines. Just because you personally have two diesel F250s does not mean you have to go along with this but the way I read it, if you are a logger and have a pickup and a log truck then both of them get it.
