That is a regulated return setup (aftermarket fuel system), what it does is cure the dead head fuel rail issue with these motors 7.3. The gauge your referring to is the pressure gauge for the fuel pressure regulator ( the red and black thing behind it) most people set it to around 65-70 psi. Also notice that the original ford fuel bowl is no longer present which would also require a prepump and post pump filter setup.
The gauge to the far left in your picture is a boost regulator, which is blocking the MAP sensor from seeing the boost the turbo is actually making for the ford computer will start to defuel the truck with anything over 22psi boost pressure and set a code.
