'01 Taurus: High Idle when cold

I have a 2001 Taurus with 115,XXX miles with the standard 3.0L motor. When the engine is cold, the idle is high upon startup. The idle will hover around 1300-1500 RPMs for 45-60 seconds before dropping down to about 700 RPMs. I replaced the IAC hoping that would fix it and I've also replaced the EGR with no luck.
I found a TSB for this problem online but I can't read it because you have to be part of some club. I'm just trying to figure this thing out because sometimes it gets annoying having to sit in the car for 60 seconds when someone is trying to get in your parking spot.

Anyone have any ideas?

I went to ALLDATA and found a TSB for the exact problem. TSB says to have the PCM reprogrammed with another program listed in the TSB. I wonder how much this is going to cost?

Mine does this also. If I put it neutral the rpms drop to normal then I can put it in gear.
