Apple I=phone question?

I'm doing pretty good but I have a minor problem that I can't solve

I go to Panara bread often for lunch and they have wi-fi, I set wi-fi to on, and Panera bread pops up and i click on it and the little blue light shows I'm on wi-fi. However when I try do do anything wi-fi I get "can't find or connect with server"

Called apple and was connected to their expert in Pakistan (not kidding) and .....well that didn't go so got.

Bring in my lap top and do the same thing and I get a pop-up that says you are trying to access "Panera Bread" do you agree to the terms? yes? no? click on yes and bingo I'm on wi-fi.

Back to the apple phone, I never get the opportunity to agree YES so I think that's the problem, but I never see the pop up and I HAVE allowed pop-ups?

I'm OK with the net and computers but surely no expert.

Any ideas????????????????

Oh come on

There has to be at least one computer-wi-fi geek here.

I'm not a wi-fi geek... How about going to a Starbucks and trying their wi-fi to see if it's the phone or Panera's wi-fi?

My girlfriend has an I-Phone but she is out of town, I'll ask when I talk to her again.
