Did you change the fuel filters? At least verify that it is getting fuel. Do you hear the low pressure pump buzz with just the key on?

Drain the water separator to see if you get anything there?

What about the fuel cutoff switch? Check that to see if it is tripped.

check all fuses.

I have changed the oil. New batteries. Cutoff switch was not tripped. Fuses are all good. I'm getting very little out of the drain but still have not changed the fuel filter. And i do hear the buzzing everytime i turn the key

Pull the fuel filters. verify that there is in fact fuel in the fuel bowl. Shine a light in there. Look for metal/dirt etc.

If you are draining the fuel /water separator and it is clogged that needs to be addressed as well.

but start by pulling the engine fuel filter.
