brake/air conditioner rumble question

Lately I started feeling a slight vibration in my pedal foot or hearing a slight roar when beginning a turn. At a stoplight today I noticed it just seemed different and loud. I turned my fan down and the roar went away. At the next light I turned it off again and I heard the rumble and felt slight vibration in my brake foot. Very strange. Although I cannot duplicate the brake vib at every stop it seems related to the a/c fan. The roar and vib is sort of like the one you get if the power steering was having issues but much quieter.
Somebody mentioned that it could be a brake booster issue.
If someone could sort through my poor description of my problem and shed some light I'd appreciate it.
