I had the same problem but only happens when I am towing a heavy load. Almost sounds like an air raid siren. Let off the pedal, the truck shifts a gear and air raid siren slowly goes away, right?

I had it at the dealer this morning and it ends up to be that the clutch on the fan is locked up so they will be replacing it in the morning, and the mechanic told me that with the snowplow/tow package under a heavy load (towing) that you will here the fan alot more and that is exactly what you are hearing and that is normal (unless it doesn't go away) so good luck and thanks for the input.
