Is that normal? - heavy blue smoke

I'm a 7.3L owner and am always looking at the new trucks. But yesterday while driving down the interstate it was -13F out and I was coming up on a truck that was blowing Heavy, Heavy blue smoke. It was coming from a pickup truck and I said to my wife, wow looks like a motor is going, hope he stops. As I got closer I saw that it was coming from the exhaust and was as blue as blue could be. Then I said to my wife, looks like a new truck.

Just then it stopped, I assume that it was a regen? It was a lifted, white nice looking crew cab with MN plates, but damn it looked like the thing was on its way out as it had backed off all the cars on the interstate.

Is this what happens and can be expected from the newer trucks?
