You might want to check out your gearing, I'm not sure if the 09's have the 4.88 but it could be the 4.33's. The truck may be just about toped out at 85mph. Also I doubt that your tires are rated to go much faster than that. The F450 was designed to drag a lot of weight around and not race.

You might want to check the speed rating of the tires before you go too fast... the stock Conti's that come on the truck are speed range "N" or 87 mph. Just a thought...

Just wondering, do they cover wrecked tow vehicles and trailers due to blown tires? The tires on your truck are only rated to go up to 87 MPH. Above that they tend to come apart.

I was amused that he "needs" to go faster than 85.... I can only assume that he feels he will be late for his life altering accident...
He's just looking to visit Crow-Bar Motel. The speed limit while towing in CA is 55.

If he has a sponsorship he could have a need for increased speed that isn't on a public roadway.

You need to add a vendor gear box to allow you to run at lower RPM. I drove an F450 a few weeks ago and the final rearend ratio was like 3:55 with the box engaged. It helped a lot in the Fuel mileage area.
To remove your speed limiter you will still need a programmer.
It's an aftermarket overdrive that can be switced from direct drive to overdrive to further reduce the gearing of the vehicle. However, this setup can only be used when the truck is running in two wheel drive since it bolts onto the back of the transfer case and only provides an overdrive for the rear wheels. I don't see how it will help though, a speed limiter is a speed limiter and the computer knows how fast the wheels are spinning because it's it's an electronic signal from the vehicle speed sensor. Here is a link to the Ford section of Gear Vendor's website.
Buy a Spartan and don't look back. No trace of it in the computer, crazy horse power, and speed limiter delete. I have one on my 08' and I researched all of the tuners for almost a year before I made my mind up! No regrets yet! I have 35x13.00x20 Toyo Open Country's and was getting 13.4mpg pre Spartan, but now post Spartan, I'm getting 16.3mpg around town, and 18.2mpg hwy. PLUS, IT WILL LET YOU DO WHAT YOU WANT WITH YOUR TRUCK, AND NOT WHAT SOMEONE ELSE THINKS IS BEST FOR YOU!!!!!!
