They may be calling that a "Non-catalyst" vehicle. What that means is, Ford pays an extra tax to feds in order to sell it without the normal array of emission equipment. My Dad has a non catalyst '87 F250 with a 460; no cat, smog pump, or other associated junk. It also burned "regular leaded fuel" when it was still around.

Ford doesnt sell without DPF's in the US. You will need aftermarket help.
