'01 Excursion Braking Issue

I have an 01 excursion with 260k miles on it. Recently rebuilt the entire front end and new redhead steering box. New rotors all around, bearings, and pads. It has never steered this good. Just had an issue pop up I can't seem to figure out. When I hit the brakes it makes a sound like the brakes are grabbing harder than they should and right before you stop the whole vehicle shakes. I thought brake pads. Pulled them and they were like new still but i installed new ones anyways. Removed the rotors and had them checked. Repacked the wheel bearings and put everything back together and still the same thing. Power steering reservoir is full and nothing is leaking. Master cylinder is full. This has me scratching my head. Help!

Well driving home today brake pedal almost hit the floor and won't return unless I pull it back up. Sound like the hydroboost?
