FICM has 48V but SCII shows no Voltage, Will not start

Purchased this 2004, build date 8/03 F250 6.0 with a known running issue. Sometimes its starts, sometimes it doesn't. 1 owner vehicle, close friend of mine. 6 months ago while driving the engine stalled. Restarted fine. 2 months later same issue. Now its to the point where it will either start and run or not start at all. When it runs its only a matter of time before it stalls. I have my scan gauge 2 hooked up and im reading no ficm main voltage, ficm sync or ficm logic power, however when tested at the 4 pin ficm i have 48volts. I also have no injector chatter when it doesn't start. When it starts my scanner shows ficm powers and i have injector chatter. When it doesn't I dont have ficm power. Heres a list of things i've done.

Replace ficm relay.
Replaced ficm fuses.
FICM was replaced 2 months ago by previous owner.
I've pin tested the large connector on the ficm and had the plugs in and out hand fulls of times. I resistance tested all wires on the large plug. I've checked for proper power and ground and even added them to be sure.
The FICM relay has power and so does its fuses.

I noticed the ICP sensor was oily and the wiring was saturated in oil, so i replaced it and its wiring.
Batteries were replaced before any testing. And have remained on a charger while testing.
Pushed/pulled on wiring while checking for voltage on scan tool.
I've added ground externally to the FICM casing and an additional to the shielding wiring back at the valve cover stud.
I've used jumper cables as grounds at the batteries.
ICP readings get well above 1500 while cranking.
ICP voltage is somewhere around 2.5v during cranking.
RPM is about 160

What is the most confusing is that the scangauge reads no FICM voltage when i've tested directly at the ficm and have voltage.
