2002 F-350 7.3 Crank no start

I recently purchased my first diesel truck. It is a 2002 Ford f350 and it came as a non runner. Guy who I purchased it from said it ran but then one day he went to start it and it wouldn't start except on starting fluid. I get the truck and replace CPS with O reileys one, replace ipr valve w an aftermarket one, and replace Icp sensor with an o reileys one. Also redid battery connections and got new batterys. Truck cranks great but doesn't even make an effort to start. I know on older diesels there is a wait to start icon on the dash and mine has never had any wait to start icon. The hydro boost has also been taken out and there are several unplugged connections that don't seem to plug im anywhere. I don't know what else to do seeing as the truck won't even make an effort to start. Another few odd things about the truck is that there is an aftermarket radio system, the truck has a chip tuner, and when I turn the truck to the on position there is a notable buzzing noise, the fuel bowl little yellow switch thing(fuel drain) doesn't work.

Ok, turns out there is a wait to start light, that little squiggly line that goes in a circle over themselves in the top left of the dash. I also have check Gage, battery, and a malfunction indicator lamp light on as well as ABS light

Also forgot to mention, could just be the scanner but I bought a cheap Bluetooth scanner with an app(torque) and the scanner connected with my phone but refused to connect to the trucks ECU. They sent me another scanner so i will try and get back to this post once I get it and try it.

Buy a scanner of some sort. Check ICP and make sure when you crank it is about 500psi. Check oil level and make sure its showing in the range. No oil = no start or run on the 7.3.

For cheap scanner get forscan if you are android or have an android tablet and I found that this bluetooth odbii reader pulls all ford codes including the transaxle stuff.

As a matter of fact I purchased that the other day and it would not connect to the trucks ecu
