Thumbs down How/Why and i getting Surge at only 12psi!

Ive been starting to notice i DO have surge.. I have a leak somewhere and im only seeing 15-16 psi max.. but today trying to pass a car.. in overdrive, i let the turbo spool a little and gave it about half throttle (not full).. and right around 13psi it started to surge and my needle went from 13-10 back and forth..

ive never had this happen before, even WOT runs.. maybe the denser cold air?

But even if i had no leak, and could make 25 psi, would i still surge at 13??

I DO have the top half of my filter covered with plastic, to prevent water/snow dripping into the filter (for the winter).. but there is still 3/4 of the intake available for air induction.. could this have anything to do with it?

nothing crazy, it carries alot of weight, it tows alot.. has all the 'usual' upgrades plus some..

does the ATS housing make the turbo louder at all?

2000 7.3 Extended Cab Long Bed Lariat...

nothing crazy, it carries alot of weight, it tows alot.. has all the 'usual' upgrades plus some..

Since the temps dropped, mine is surging way more and earlier too. I think the colder air definately has something to do with it.

Surge is caused by the turbo moving more air than it can handle. With the colder temps the air is definitely more dense and thus you are getting more into the turbo. And yeah, mine would surge that low also. I got an ATS and haven't looked back. I highly recommend it.
