IDLE SURGE 7.3

I cant firgue out why my truck surges at idle, only in park or neutral. Idles perfect when in drive, while stopped or at other times. Doesnt start to surge until the engine is warm, and will fluctuate within 100rpm. I've recently replaced the icp and ipr trying to solve this problem. 97 f250 7.3 turbo diesel ,fuel bowl delete, e fuel, 160/30,adrenline hpop,intercooler, complete ebpv delete,turbo upgrades, tuned with hydra

Does any one have some insight?

Does it do it when you are not running a Hydra program?
When its stock?

Yes does matter if its tunned or not. Or what setting I'm on. I replaced the cps also just to try and rule it out
