Opinions on scanner data

I have been trying to diagnose a lack of power. Symptoms are low power, lower fuel economy and black smoke. Truck is a 95 7.3 auto 2wd 4.10 gears. Only mods are DIY intake, downpipe to 4 inch straight pipe, and a trans shift kit. Looking at all the scanner data the only thing that I could see out of the ordinary was low boost. On WOT max boost was 13 psi on the scanner.

No code
On cold start up
MAP psi is 14
EBP is 20 psi.

After a short hot lap and once the truck is warmed up at idle
MAP psi is 13
EBP is 13.

Before the truck warms up EBP stays roughly 6-7 psi higher then MAP. After the truck is warmed up EBP always stays around 1 to 2 psi higher then my MAP psi.

I am thinking I have a pre turbo exhaust leak, or are those readings normal?

I removed the ebp tube and sensor, it was pretty clean but I blew it out with air and Solvant anyways. Put the tube back on, and pressurized the exhaust to 40 psi through the tube and sparyed down all the up pipes and exhaust connections. No pre-turbo leaks.

Checked for boost leaks, none found.

Changed the oil.

Nothing changed. I know my injectors are pretty weak and are due for replacement.

Would weak injectors cause low boost?
