It probably is the cause of air intrusion. If you can move the whole element it is probably time to either put a new o-ring in it, or tap it out for a 1/2" pipe plug. Be careful when you do that.

Next time it happens try pouring some tepid water over the injector pump. If it starts up, then it is the pump, if not, then it is probably air getting in somewhere.

With the power removed from the heavy lugs on the relay, excite it, and check with an ohmmeter to see if there is continuity across it. It sounds like the relay isn't sending anything through it.

Is the clutch slipping? If it has as much trouble pulling, and runs as high RPM as you say, my first guess would be the clutch not holding. Try putting it in 4th or 5th gear and see if it stalls...
