We have a 02 F250 and it has electrical issues. Supposedly the horn relay is built in the fuse panel. It shorted out sometime last year and the electrical has been all messed up since. The horns blows at random, windows go up and down whenever, cruise works occasionally, back doors won't open at all, ect. My question is if we change the fuse box, which was recommended, do we need to change GEM box? Also will this need to be reflashed. Any input on this would be helpful.

On a 2002 there is no GEM. There is however a VSM located high in the dash behind the radio. Yes it needs to be programmed for each vehicle. 2002 also has a hybrid instrument cluster that contains the accessory delay. The hybrid instrument cluster must also be programmed for each vehicle.

It sounds like a lot of the issue is the VSM however, I don't think the horn is included in here after doing a little more research. Do you know about the horn relay being built in the fuse panel box?

No I never heard of that. The fuse is located there but not the relay as far as I know

From what I can tell looking at the wiring diagrams, the horn relay is indeed embedded in the CJB (Central Junction Box.) It doesn't show any terminal numbers on the relay terminals like the removable relays do.

Ok Thanks. Guess I will be pulling both in the near future. I am sure it would be cheaper to do it ourselves and bring it up to Ford to reflash the VSM

I never really dug any further into this issue. I have been doing some research and have found some with similar issues stemming back to a corroded fusible link on wheel well under the hood, instrument panel gone out, chaffed wire, possible vsm issue, ect. If I remember correctly it started with the horn, then the rest of the electrical followed with it. My question is where would be a good place to start to track the problem down?

Do by chance know how to program the VSM?? I'm having some issues....

No, pretty sure you need a special Ford tool that pulls the configuration out of the old one and transfers it to the new one. I have also heard if the old one is not available the new one can be manually programmed with the build info for the truck using the Ford tool. I paid Ford to do mine and it was not cheap.

Yeah, that's what I told my local dealer but they said it was impossible to program a VSM.... I'm not sure what to do... If anyone could give me an idea, I would be very grateful!!

Try another dealer. The VSM in a 2002 F-series IS a programmable module and replacing it requires extracting the module configuration and uploading that information to the new module. If the original module cannot communicate with the diagnostic tool the module configuration can be downloaded from the mother ship. (Ford) This is called PMI or programmable module installation.
