my 03 starts idles great when you hit the gas she starts going like she is good but hits 1800 slows down then slowly goes to 2000 maybe 2100 and just dumps out white smoke tried the ipr still the same tried new hpop still the same turbo is good and working doesnt really throw any codes either so any help would be appreciated

fuel starvation, change the fuel filter and check the fuel pressure

Does it do it the same in all gears? Is there any difference if you get it up to 1600 rpm's, set the cruise, and then use the cruise accel button on the steering wheel to increase speed?
