Injectors, upgraded turbo, chip, intake, exhaust will give you the power you need to get there easily, but you need some supporting upgrades to go with it i.e. rods, tranny upgrades, etc...

I was running 15.4's with intake, exhaust, and DI chip a while back (before lift). I'd think with your 37's you'd be right around high 15's since the programming is probably updated since when I was doing that. Do you have an air intake?
