1997 f250 7.3 cold start issue

I'd be testing your glowplugs to make sure they are working. They almost can't be, because if they were that ether would make one L of a racket when it hit a hot glowplug. With the key on, do you have 12v to both large posts on the GPR? from cold you should have a good minute or two to turn the key on and check them.
