I have a 1997 f350 power stroke. It started running really badly with hardly any power. I used a cheap code reader, and there were no codes. I bought a really nice reader and got the code for the CPS.
This truck would not rev above 2500 while in park or neutral. After replacing the CPS, and replacing the fuel filter, it ran much better. It will now turn the rear tires over like it used to.
The problem is that it will not rev over 2800 rpms while in park or neutral.
Is this common? Does this truck have a neutral rev limiter? It revs up to
the 2800 rpm's really quickly and smoothly now.
Is this anything to worry about? I have not pulled any weight to really check it out, and it is throwing no codes now.
I called the local ford dealer, and they had no information at all, told me to
bring it in.
This cps was just replaced before about a year ago. Is this common?
Any information would be greatly appreciated.

First of all ... The engine should free rev with no limits (at least mine does!) in neutral. Second - CPS failure is about as common as putting fuel in the truck. I carry one with me on trips . . . However generally they don't cause a running issue - Most often its a no start.

I would check HPOP pressures.

Diesel engines do not rev in neutral with no limits- all are governed. Your high idle (max rpm in neutral) should be about 3500 rpm.
Low rev limits can often be attributed to low fuel pressure- this can be checked at the schraeder valve on the fuel pressure regulator. It is probably a good idea to clean the regulator screen anyway.
If fuel pressure is ok, then check ICPs

you can also test with a tire pressure gauge. not the best most accurate but its cheap and will give you an idea. mine reads about 70 but i also shimmed the regulator using the bb mod.

Try disconnecting the two wire harness going to the ebpv. It is on top fo the engine forward of the turbo.
