just pull the back cover off or what, I take it there isn't a fuel plate on these, just a metering screw????

210 HP should be enough to pull 35,000 lbs or even more. I've seen more 210 HP tandems at ~54,000lbs than any other HP rating. It won't go 55 up hills, but it will do it. The good part is it will live a long & happy life at low HP.
Have you driven a lot of other trucks? No offense, but this ain't a pick-up truck, medium duty trucks don't get where they're going when fully loaded all that fast. You would need over 300Hp to really get that size load to hold decent speed up hills.
There might be a plate you can grind, like in a 5.9L Cummins. Just be warned that without a pyro to watch EGT's, turn up the fuel and EGT's go up, too. Heavy loads + overly high EGTS = melted pistons & turbos.
