I just bought one under similar circumstances...had sat for over a yr and would not start. After much reading on here, I pulled the plug on top of the high pressure oil pump reservoir, and filled it up with fresh clean oil. (was empty when i first looked) The truck fired right up after that. The plug in question is just a little to the left of the AC compressor (May be under a plastic cover), on mine it takes a 1/4" square drive.

Welcome!

Check the oil level in the crankcase.
Check the oil level in the HP Oil Pump (HPOP) Reservoir (rectangular box-shaped thing on the top front of engine). There is a plug on top.
Check the fuel Pressure while cranking (should be about 40psi). The is a shraeder valve on the driver's side of the fuel filter bowl where it is checked.
Does the tachometer move when cranking?
Is there white smoke out the tailpipe when cranking?
Does the Wait-to-Start light come on when the key is turned to Wait-to-Start?
Check all the fuses in the underhood fusebox.
Let us know what he finds!
Cheers!

He checked the oil level and it was good, fuses ok, wait to start light comes on, i think he said it was blowing smoke when trying to start...didnt say anything about tach. He is thinking its a fuel delivery problem????? Previous ovner said glow plugs were changed but we dont know for sure. Ideas?????

If he's getting white smoke, he's getting High Pressure oil and fuel. He can always try "jumping" the large terminals on the glowplug relay for about 30 seconds and then trying to start it. Cheers!

I am in the same situation with my 97 7.3. Fresh rebuild by a soldier he could not get it started. Bought it for 1500.00 and filled the HPOP, Fuel Filter, Checked fuses, replaces batteries and starter. Tach moves while cranking, Oil pressure comes up during cranking WTS light comes on and off at 95 deg outside. White smoke and sometimes tries to start with a shot of starting fluid. Any help would be great.
