Check underhood fuses 22 and 9 with a meter if you haven't already. Make sure you disconnected the correct wire for the fuel heater. The fuel filter bowl has 3 wires on the driver's side of the bowl:

Uppermost is to the Fuel Restriction Sensor on the Fuel Pressure Regulator Block (uses a round post connection)
Middle is the Fuel Heater (uses a funky-looking right angle spade connector)
Lowest is the Water-In-Fuel sensor (another post connection)

None of those should be wet with fuel, although the Fuel Restriction Sensor loves to leak and could potentially leak enough to get down into the other ones since its on top

With the key in START or RUN there should be 12V on the small Red with Light Green striped wire to the Glowplug Relay and the disconnected Fuel Heater wire (also R/LG). If there is voltage on those, you might need to check the Powertrain Control Module (PCM) Power Diode and PCM Power Relay. The PCM gets power from UH fuse 9 though the PCM Power Relay. The PCM Power Relay is switched by power from UH fuse 22 through the PCM Power Diode. Cheers!

What scanner are you using?

Are you getting any lights on the dash when you first turn the key on such as the CEL, water in fuel, fuel restriction, abs, and so forth. If not then it may be a problem with the PCM.

You can also try swapping the PCM relay with another one and see what happens.

The wts light is just a idiot light controlled by the PCM, it could be just burnt out. When you crank the engine over do you get any white smoke out of the tailpipe?

When you crank the engine over do you get any tach movement? If not then I would try a new CPS from the Ford dealer.

It sounds like it could be a PCM or a IDM issue.

With the no Wait-to-Start light, another thing to check is to make sure that there is a 5V reference signal on the circuit that goes to the sensor that use them (MAP, BARO, TPS, EBP, ICP, and CPS). Disconnect the ICP and see if there is 5V on the Brown wire with White stripe when key is in Run or Start. If nothing, it could be a shorted sensor or a bad PCM. Cheers!

With no tach movement I would just replace the CPS. They are fairly cheap from the dealer. The ones from the parts store seam to be a iffy if they will work for long or not or cause other problems. But if they are your closes source I would try a parts store.

How exactly (keeping in mind that this is a forum, where people use English sentences and not netspeak) did you wire the manual glow plug switch? Since the GP relay is tied to the PCM, you might have created a sneak circuit with the manual switch that is masking some underlying electrical issue. The WTS light is not tied to glow plug run time.

Tach movement is inconclusive with the '97s, evidently. I've seen reports on other forum sites where people with perfectly running '97s do not see tach movement while cranking. Must've been some change in the PCM programming. Still worth checking out. But ONLY with a Ford/Motorcraft or International part. If you get a parts store CPS, you may be swapping a bad sensor in place of a good one.

Been good it started after that .driving fine so I put the new cups in an Oring's a Ford icp , Ford fuel vacuum switch , ebay ebp Senser . running two weaks fine. Till I plowed for 8 hours . it stalled with a no start with out the help of spray.
So I seen a frayed wire on the IPR so I fix that last night tapped on it ? truck fired up pulled it outside went to start it again and nothing it's 16 degrees outside I'm pulling ipr to clean this morning .
