If you see the driveline and the axle rotating, then it is down to the hubs. Are you sure they are locked in?

they are turned to the lock position. but when they are turned to the unlock position and the switch is on 2wd nothing turns....

Huh???
If the hubs are unlocked and the 4x4 is not engaged then nothing will turn.

i just jacked the front end up,locked the hubs,and turned the 4wd switch......the passenger side tire would turn the axle but not the driveshaft.the driver side tire wouldnt turn the axle.the driveshaft wouldnt turn when i tried turning it with my hand.when the tires on the ground,hubs unlocked,switch to 2wd.......axle and driveshaft will turn by hand

That's just like it should be.

With the t-case in 2WD, the front driveshaft is disconnected from the transmission. But if the locking hubs are still locked, the axles and front driveshaft will still turn going down the road, they just won't be driven by the engine.

Since you said you had manual hubs, with them unlocked, the wheels are unlocked from the axle, regardless of the position of the t-case switch.
