So, new to the forum, had problems with my truck to day, I stated it up after sitting for 3 months, is my welding rig and haven't had any work so it's been sitting. It fired right up no problem- I had the glow plugs and injectors replaced last year around this time actually, truck idles fine in the drive way (10min-15min) so I drove it 10 miles to my in laws house & had dinner, it's 6* at this time, I started the truck & let it idle for about 10 min & then left, trunk stared to bog down as I pulled out of the neighborhood on to the hwy, I pulled over at a gas station and it died, gas station was about a mile away-half of that was coasting in neutral with the pedal to the floor, truck would not idle up it just bugged. Truck starts up and idles for a little bit and then seems to bog down again and dies, tried the cold start method pedal to the floor turn the key on, truck starts idles for a little bit and then just seems to die, tried starter fluid truck starts idles for a little bit bogs down and dies, put in some diesel additive for gelling, truck starts idles for a little bit bogs down and dies, I decided to check the fuel water separator-flipped the yellow lever, drained it now the truck doesn't start at all, not even with starter fluid. So I'm at a loss- not a mechanic I'm a welder, I was trying anything I could thunk of at the time, so towed the truck back to the in-law's with my DODGE and went home defeated. What now?

first you should stop using starting fluid (my opinion).

open your fuel bowl drain valve (yellow one) and have someone starting the truck and look under if you have a good pressure. if no pressure you may have frozen fuel. if you have good pressure try to unplug the ICP and start.

did the RPM gauge was moving when cranking?

Yes do what yan has said ,NO starter fluid.
Did you hear the fuel pump start when you turn the key on?
Did the tach needle move when you turned the key, check for fuel pressure .
I do believe the fuel heater and pcm are on the same circuit on the early 99's , so check that fuse, if the fuse is blown disconnect the plug on the fuel bowl and swap out a good fuse then try.

So I did ever thing you said & still no start,
RPM niddle does move when it's cranking, oil pressure gauge shows good reading, battery gauge also shows good reading, starter is trying it just won't fire, fuses are good, checked the fuel shut off switch- it's good. This sucks.

Did you do the fuel drain flow test? It does sound like you aren't getting fuel.

Six degrees out...try a bottle of the 911 fuel rescue?

Diesel can start to cloud (paraffin wax drop out can start forming) at around _______* (not as cold a temp as ye may think!) 40 degrees depending on blend. The wax particulates can still be there in system even after warm up. Over time...can this may build up, attract and hold other contaminants and eventually contribute to issues? It's possible. Like clogged arteries.

Gelling can start a around 35 with non winterized fuel.

Granted - they are all supposed to be on winter blend at this point but quality & issues can vary. What if a batch is bad for whatever reason?

Granted - you may already be using your favorite additives with every fill. Some folks do some folks rarely or never do. I'm in the do camp for winter operation.

Truck sat for 3 months and temps of 6*...gelling?

There are differnet types of fuel additives for gelling.
Was the fuel additive to prevent gelling or was it 9-1-1 to actually remove gelling once it has already occurred?

Is the mother-in-law a good cook?

Sup guys, so I got it figured out. The cam position sensor was bad, I towed it to a buddy's shop and traded some welding work on a Hot Rod for the work on the truck. it's not too common for that sensor to go out, that would just be my luck I guess. $26.95 Napa.
Sorry for the late reply to the forum, as soon as the truck was up and going and I was done with the welding it was off to find some work. Thanks for the help though. O, and I got lecture for using starter fluid by my buddy also, first diesel, that's why I made sure it was a 7.3.
