Interesting, I have never heard of a diesel SD without an intercooled engine. Maybe a chassis test bed prototype that was crushed or some offbeat Mexican Federale special, are you sure about this?
I think your early 99 does not have the intake air heater. What you're seeing is a vacuum switch and tubing. The IAH looks like electrical terminals wired into the pipes, like a toaster oven ordeal.
