So my 2007 6.0 Powerstroke has been surging and lurching, I cleaned up EGR valve so my next step is replacing the ICP sensor, I'm going to pick it up after work on the way home and try to replace it, I've never done it before, I don't know where it is located because most of the threads about it are for the earlier models where it is located under the turbo but I know mine isn't under the turbo, so any tips on replacing it and locating it will be greatly appreciated

It is located on the passenger side valve cover. Check the pigtail first as they sometimes leak oil up into the wiring and cause the pigtail to need to be replaced. As to whether the ICP is the cause of your problem, I don't know and will leave that to someone else to answer.
