I think that relay is different somehow. I already took the relay out that you're referring to and bought a new one, and it didn't fix the problem/make any difference. Taking out that relay, however, definitely keeps the radio off. Also, when i look at the delay relay part online, its a 5-pin connector, whereas the relay you've referenced is only 4-pin.Oof. I lied to you. The accessory delay relay is in the junction box on your truck. See the picture below.
The vent issue is vacuum related.

Are you suggesting that the instrument cluster is bad?You did follow that line to the center row bottom, right? The signal to that relay comes from the instrument cluster.
