Is this normal? When I start the truck the needle for the electrical stays low like everything is running off the batteries. After 20 to 30 seconds, it jumps up like the batteries are being charged and electrical load is transferred.

The glow plugs are ON when you first start the truck for a length of time determined by oil temperature, air temperature and barometric pressure. They are a heavy load on the electrical system. Until they shut off you'll see the conditions you described.
