The Ford dealer can go into the ECM with their computer and turn on Daytime Running Lights. I know DRL is a requirement for Canada. They should do it at no charge for you.

I had the dealer turn on DRL for me on my 2015 and I live in Alabama.

You stated it did not have auto lamp on it so the piece of tape over the sensor trick won't work. If you just want the headlamps on all the time then do what larrgh said. If you want the auto lamp that turns on the headlights and taillights when it's dark then you will need to add auto lamp. I don't know about the 2016 but on the earlier 6.7 trucks the auto lamp and fog lights were integrated with each other. The only switch available for the fog light had the auto lamp built into it. After adding the fog lamps the BCM had to be programmed for the auto lamp. If the trim level of the truck was an XL you had to change the BCM to add the fog lamps so it's possible you would need a different BCM for the auto lamp feature. This information applies to the F250 & F350, not sure if the F550 is the same.
