Does anyone know how to remove the bed rail caps (left and right) off the top of the truck bed. I am thinking about placing lights on my headache rack then running the wire under the bed rail back to the tail light.

From inside the bed assy. Look up underneath the sidewalls leading to the underside of the rail caps. You will find a number of retention tabs from front to rear that can be squeezed with (tool) pliers. The trick is working from front of the bed rearward, working the retention tabs in and then pulling up on the plastic rail cap.

Some tabs can break if not managed correctly. Upon reinstalling tabs can appear fatigued and won't retain well causing the rail cap to not sit tight against the side panel.

This can be done with patients and determination. This is why most body shops just remove and replace with new due to the uncertainty of damaging the old ones. Warmer outside temps makes it easier to accomplish. Plus you have a newer vehicle. Older vehicles, trim becomes harder to successfully remove w/o damaging.
