Buying a '99 powerstroke

I'm looking to buy a 99 reg cab long box 2wd with manual transmission and 253k. Guy wants $5995 for it. It has a little rust around the rear wheel wells but is otherwise fairly clean. Being in Nebraska it's hard to find 2 wheel drive trucks, but I don't want to over pay either. Any help out there????

Help for what exactly? I would'nt pay 6k for it maybe 4k but thats just me.
