What are you doing duaner, buying a US truck??? I'm looking at one, but there's a lot of BS you have to go thru in government red tape, and the cluster is one of them.

Actually, i found importing my 96 was quite easy. I did it about a year ago. There are a few hoops to jump through, and best case you won't be able to drive your new-to-you vehicle for a week or so after you buy it, but you've got 45 days to get it registered. You should have no trouble with a stock vehicle, a custom bumper, suspension lift, etc, might be a problem, it would be up to you to prove it's as safe as the factory build.
I was also wondering if they would make me do something about the cluster. The manager at the local Canadian Tire was the one to do the inspection, all he was concerned about was that it had to have daytime running lamps, and of course, that it was safe to operate on our roads. I robbed the DRL module out of my 95 for the inspection. I asked him about the cluster, re: kph readings. He said it's already got them on the inner circle, and unless the Registrar of Imported Vehicles sends me a packet of stickers, not to worry about it.
As for government red tape, it wasn't too bad. You fill out a form at the border crossing you come through, pay your $182 fee (i see it's now $209) to the RIV, $100 for A/C excise tax if equipped, the gst, and you're on your way. You'll need to go to the closest dealership to you and get a "recall clearance letter" before the inspection. When you get your RIV inspection done at Can. Tire, good time to do the safety inspection since you're there, then off to the licence bureau to pay your PST and licence fee. A couple weeks later the RIV sends you a door jamb sticker.
I found the most worrisome part was on the US side. Once you buy your vehicle, you have to produce the paperwork, the clear title, fill out a form, and wait 48 hours before you can bring your vehicle through. You also have to stop before you cross so they can visually inspect and confirm it's the vehicle you bought, and isn't stolen or something. I wasn't too worried as i had bought it from a Dealer. I was more concerned with leaving it sitting on my trailer for 48 hours in a gas station near the US customs, but it was still there when i went back.
If the exchange rate keeps rising, i'd do it again when i'm looking for a replacement for my 1/2 ton.
