Recently picked up a 2000 F250 7.3 power stroke diesel. My first diesel and it a great towing machine!
Issue: During cold weather the truck starts with up fine but after a minute, it will rev up and make whooshing sounds. I can hit the brake pedal and it will stop, but then it starts whooshing again. While driving cold, it will hesitate and whoosh air like turbo spool up. Then the engine fully warms up, all is good and have no further issues. I replaced the EBP Back Pressure Sensor and installed a new BP tube. The old tube was rusted through. Any suggestions on what to do next? Replace IPC sensor or something else?

Go drive the truck and have fun. That is normal operation for cold weather it is to help with warming up the motor.

Or you can disconnect the valve on the exhaust side of the turbo
