try looking into the clock spring. had a similar issue with my brother in laws truck

I'm having the same issue, cruise control and horn went out. Occurred after i was woken up one night with the truck kind of moaning and the horn making a low pitch noise. I turned it on and off , noise stopped but the cruise and horn were gone. 05 excursion. Thanks Phil

Standard item with Ford across all models. Clockspring goes bad, the cruise control plus other items quit working. As Itz John said, start there.
