While the 85% IPR reading is telling you that the high pressure oil pressure is below where the PCM wants it, it is a little too early to say (for sure anyway) that that is what you need to fix first. You are getting enough ICP pressure for it to start with 690 psi at crank (and the ICP volts indicate that the ICP sensor is probably ok). IMO it is likely that another problem exists IN ADDITION TO a leak or a weak HPOP.
