Connecticut emission tests diesel trucks 1996 and newer through the board Diagnostics System. So they don't test through the exhaust and if thats the case do I need to put my muffler and cat on before I go?

The OBDII port will not function for an emissions test....Ohio was to do the same thing for 97 and up trucks but instead they put the truck on the rollers for the test, (did mine in March this year). If they do a visual inspection too (Ohio does) then yes you need to replace the components. Good luck on your test...by the way, mine passed the opacity test with a 0% opacity with an allowed 40%, even with Swamp babies.
