I Have a 1999 Ford F450 with a 7.3 Power stroke. Califonia will not let me register this truck without the EFN and the sticker is gone, can anyone help me?

I would take the trucks vin number down to a Ford dealer and see if they can help.

I'm not really sure what you mean by the engine family number unless you are talking about the emission sticker.

The engine info sticker is on the valve cover and includes the serial number, rated HP, etc. I think the emissions sticker is on the radiator support. Maybe you can find a replacement valve cover to deal with the CA bureaucracy.
A dealer should be able to give you a document detailing the truck info as it came from the factory, although they may not have that info after 21 years.
