Well, I have followed the advice of this site and removed my loose fuel heating element (have not replaced), replaced the 22 fuse, and the fuel filter while i was at it. Truck blew the fuse immediately with a little plume of smoke coming from the valley (fuel heater wire?). So a short seems the obvious answer, my question becomes from where. Is it possible the fuel heating element, though loose, was not the problem? Is it possible that the spade left in the bowl is still an issue. Is there any way to tie this blown 22 fuse, to more sporadic stalling in the past? Stalls that were able to restart immediately? On that front, folks had always mentioned the cps, and i have a replacement in hand, just need to locate the bugger...
thanks for your help so far, and to come,

A fuse is either blown or good, so intermittent stalling isn't the #22 fuse. Intermittent stalling is a symptom of a CPS going bad (though of course there are other possibilities).

I suspect you've got two issues: 1) whatever's causing the stalling, again the CPS is a strong possibility, and 2) a short on the fuel heater wire, which blows #22.

First you must find and repair the short on the wire. Find the wire you unplugged, make sure the connector on the end of the wire isn't exposed where it could ground to something. I put tape over the end of mine. Then follow the wire carefully, looking for worn or cracked spots in the insulation, and repair it with tape.

Then read this link:

There's a writeup for CPS replacement. Good luck.

fuel heater

It was a short on the way to the fuel heater. took out the fuel heater, which actually looked to be broken (loose at all three connections), to no avail and blew another #22. Finally with the fuel bowl off, i found an almost completely shorn wire to the heater element. Without replacement parts, i just capped it and pulled the heater. Started right up. Only concern is the lack of heater in the New England winter. Any major problems I will encounter? Seems like the winter is behind us for the most part anyhow, and i will replace the heater when i get the time.
While I was in the fuel bowl, cleaning an extraordinary amount of crud out of the bottom, I found an equally extraordinary amount of black gunk covering the screen on the way to the pressure regulator. I am pleased to be rid of it, but expect there is a reason that it got so bad, beyond simple filter failure?
