Hey,

I am going to be building a motor entirely from the ground up, and want to get the head done(resurface, cut valve seats, etc) where would the best place to get this done at? what about cylinders? getting them bored sleeved and matched to pistons? Some of this may not apply as I'm coming from gas engines..

This is a spare engine that will be done over time. probably a year or 2. plan to build a pretty solid powerhouse.

Any decent machine shop can do what your asking. I wouldn't be so quick to bore and sleeve the cylinders, have them measured first. From what I read here the 7.3 block is very stout, and I'd be willing to bet that Pistons/rings come in standard and oversize.

so I may need to just get them honed and matched then? Thatd be nice.

Maybe. I tell my customers that I can't say until I get the mics out. As long as they aren't out of round and within size spec, a hone maybe all they need.
