GPR Tests and what each step means ?

I read through alot of the posts but the answers weren't very definite ...

Truck : 1994 Ford XLT F250 Diesel

My WTS doesn't light up and the glow plugs aren't activated because the truck is hard to start in the mornings now that its around 70F (20C) or colder in the mornings ... After a few cranks it does start though !

This happened all of a sudden !

I tested the GPR with the following results :

KEY OFF
1st Large Pole = 12V
2nd Large Pole = 0V
1st small wire = 0V
2nd small wire = 0V

KEY ON ( I seem to hear a clicking sound but can be anything ??)
1st Large Pole = 12V
2nd Large Pole = 0V
1st small wire = 0V
2nd small wire = 0V

KEYON After 2 minutes
1st Large Pole = 12V
2nd Large Pole = 0V
1st small wire = 0V
2nd small wire = 0V

What would be defective :
PCM ?
GPR ?
Selenoid ?
Other ?

Fuse #22 is the : Distributor Pickup ? and Ignition Coil ? and Powertrain Control System ?

Is this correct and/or is the generic version of Fords manual for also Gas engines ? In my book this is the Top most Fuse. I already checked this as this was the first thing !

What and where and how do the Fuselinks look like. Its supposed to be with the Starter Relay but I'm not too sure how they look like. There seems to be 3 fuselinks, if thats what I think they are and one of them has no current on them at all and the 2 other always has current on them (Both poles)
How can I check the ground from the PCM ? Which small pole is it. I have a white wire which is all alone on one pole and then a bunch of other wires on another small pole ...
Yes I did buy the truck used. Also, on the GPR its indicated White Wire here Only !!

Is it possible that a non PowerStroke Truck be different ? I'm not too sure that my truck is a Powerstroke ...

If I remember I was able to see the GP on the outside. Is it indicated on the Truck IDI or PowerStroke ?

If its IDI, then the GPR is different ?
