I read through alot of the posts but the answers weren't very definite ...

Truck : 1994 Ford XLT F250 Diesel

My WTS doesn't light up and the glow plugs aren't activated because the truck is hard to start in the mornings now that its around 70F (20C) or colder in the mornings ... After a few cranks it does start though !

This happened all of a sudden !

I tested the GPR with the following results :

KEY OFF
1st Large Pole = 12V
2nd Large Pole = 0V
1st small wire = 0V
2nd small wire = 0V

KEY ON ( I seem to hear a clicking sound but can be anything ??)
1st Large Pole = 12V
2nd Large Pole = 0V
1st small wire = 0V
2nd small wire = 0V

KEYON After 2 minutes
1st Large Pole = 12V
2nd Large Pole = 0V
1st small wire = 0V
2nd small wire = 0V

What would be defective :
PCM ?
GPR ?
Selenoid ?
Other ?

Sounds to me like you either have a break in the wiring between the ignition switch and "I" terminal on the GPR, or a blown fuse. In each test you mention, your results show that you have battery voltage going TO the relay, but not going to the plugs because the small wire on the "I" terminal isn't energizing the relay's coil.

The first thing I'd check would be that all connections are tight. Next is to ensure the black ground wire actually IS making a good ground connection. If you troubleshot IAW the service manual I believe that was one of the first steps. After that, start at the wire on the "I" terminal on the relay and work your way backward till you find the problem.

Have you checked the fuses in the fuse box under the dash? Fuse 17 feeds power to the WTS light and then to the GPR via the BLK/ORG wire. If it is blown, and blows the new fuse, you will need to determine if there is a short in the wiring or GPR or????....

In my book it mentions that fuse #17 under the dash :
- Diesel Indicators
-Electronic transmission
-Gauges
- Tachometer
- warning buzzer/chime module
- Warning indicators

My Tachometer works and so do all the guages etc ...

In the Power Disatribution Box under the hood #17 :
- Alternator charge lamp
- Instrument panel fuses : 2, 6, 11, 14, 17
- Power network box : fuse 22

Its definitely not just a burnt out WTS lamp because the truck is hard to start now ...
