Help Diagnosing Electrical Problem - Did jumper fry something?

Ok, I started a new thread...sorry if this against the rules, but I've been doing some digging and I found something that may or may not be the root of the problem. Here is a picture of my fuse box...take a note of the white jumper wire in one of the fuse positions (circled in red):

I found through research that what's supposed to be in that position (fuse 11) is a 20A fuse for the Instrument panel power point. I went under the dash and looked at those fuses and not a single one of them is getting power either.

At this point I'm not getting power to that fuse position, again, the only ones with power are highlighted in green.

I'm wondering if the previous owner through that jumper on there, and for whatever reason during my repairs there was some kind of power surge that burned up a wire or something? I have no idea. Any suggestions would be greatly appreciated for next troubleshooting tips.

If your not getting power to the Smart junction box (SJB) inside the cab, double check all your positive battery leads on both batteries, There should be 5 leads off the RH battery & 1 lead of the clamp on the LH battery. One of the leads of the RH battery powers the SJB inside the cab, The lead off the LH battery I believe powers the BJB under the hood. Its very easy for one of the leads on the RH battery to drop down & get missed when reconnecting the batteries. If they are all good, Check the inline fuseable links.
