In the middle of the night last night my horn turned on and held constant (not flashing like in alarm mode)... at 1am in the suburbs that's not good. I opened the door to the truck and the horn shut off. I found if I locked the door and shut it, the horn would immediately sound, so I left it unlocked and headed back to bed. Just when I was about to get under the covers (maybe 1 minute later) it sounded again. If I opened the door it would turn off, but that wasn't a good alternative so I disconnected the batteries and went to bed. I also noticed while sitting in the cab with the ignition turned on with the vehicle off all kinds of relays were popping in the dash. It was raining for most of yesterday and night so I'm assuming water got in somewhere and caused a short.

So I get up this morning and hooked the batteries back up and start it up. The same thing happens when it's on, so rather than have the horn blare all the way to work, I left it home and disconnected the batteries agian and rode with a friend.

It sounds to me like some control computer got water inside of it. Does anyone have any ideas where to start?

99 F250, 7.3, 5 speed manual, 2WD with 70,000 miles.

I am going to guess that your windshield has leaked rain onto the GEM module. Good thing you don't have a set of train horns...
