If you choose to install an electric fuel pump then you have to take the mechanical pump out of the system. Having both will most likely cause the mechanical pump to fail. It doesn't have the power to pull fuel past the electric pump if it's turned off.
If you just fill the filter with fuel or an additive when you change it, you don't need to"prime" the system.
