I have a 1995 f350. WHen i bought it (two months ago), brought it home, IPR crapped out. I took it out, cleaned it completly, and put it back in. The truck started again. I pulled the motor to do a bunch of other things etc...I bought the IPR o-ring kit. Put the motor back in, started. I've ran it for about 20 minutes total. Then it died, started and died immediately. Took the IPR out again tonight, cleaned it, put it back in, started then died a few times. It rana little rough as well. Bear in mind, I cleaned the IPR and re-installed it, and the truck started. HPOP reservoir is full as well. Does this mean i Have a bad IPR?

and you ruled out the cam position sensor? or air in the hpop system the needs to be purged out?

Ok,

I unplugged the ICP, didn't change anything. IT will start, run for a few seconds then die. I topped off the HPOP reservoir as well. Cam position sensor is new, and i do get the tach needle coming off the zero...my next step is to check the wiring to the IPR, maybe one of the wires is chafed or not making a connection. I will double check CPS connection as well. If its a bad HPOP, wouldn't that cuase it not to start at all? When I tossed the motor back in, it ran like a champ for a half hour.

Just out of curiousity, what causes an IPR to go out and what fails on an IPR? I've rebuilt this one 3 times, with new o-rings. But is the piston the part wearing out? I am willing to bet its the IPR gone bad. I defintiely don't have a hot start issue since the o-rings are fine. I just want to make sure before I go buy it.

Check the harness going to the IPR. I had a mystery stall on mine and found out the connection to the IPR was a little loose with a bunch of diesel in it? Cleaned it and zip tied it up...no more stalls.

larry makes a good point , that ipr wiring runs UNDER the fuel bowl and the plug is directly under the scrader valve , diesel fuel ruins the insulation. so check out the complete wiring to it. with that said MY stalling issue was solved by a PCM ..but check out the other stuff first. you can search my former posts to see if my stalling issue was sounds like yours.
