With out question you have a boost leak. You need to pressurize the intake and check for leaks with some soapy water in a spray bottle. I peg my 30 pound gauge with Jody's programing. I had 4 leaks and fixed them before going to Jody. Do you have worm drive clamps on all 4 ends of the Map hose? Have you tightened the Orange boots on the intakes? I didn't think I had a leak and Bob Riley convinced me otherwise. After checking and finding 4 leaks, it cured my loss of boost.

Go to your local Home Depot/hardware store and build
this.
Then follow these instructions. Say thanks to Bob Riley (
Diesesite) for the info when you see him on the boards.

Set the regulator on your air compressor to 20 psi. Slowly open the valve and let the air into the turbo. If you have a leak, no matter how small, it will be come apparent in a second or two.
Do not keep the turbo pressurized for more than 30 seconds at a time as you are spinning the turbo with no fresh oil circulating. You'd be amazed just how small of a leak you can quickly locate with this method. </font>"
Don't forget a spray bottle of soapy water.
